Carla Campos is the Principal and Founder of Tourism for Purpose, a strategic advisory firm specializing in independent hospitality, destination development, and market-entry strategy in Puerto Rico and other complex tourism markets.

Carla is widely regarded as a subject matter expert in tourism and hospitality development, with experience spanning international development work, public-sector leadership, destination governance, and private-sector advisory services. She previously served as Head of Tourism for the Government of Puerto Rico, where she played a central role in shaping tourism policy, investment frameworks, and long-term destination strategy during a period of significant market transition. Her work contributed to repositioning Puerto Rico from a predominantly select-service lodging market toward a more diversified ecosystem that includes experiential, design-driven, and independent hospitality.

Following her public-sector tenure, Carla transitioned into private advisory work, partnering with independent hotel developers, boutique operators, investors, and financial institutions navigating Puerto Rico’s evolving hospitality landscape. Her work focuses on market positioning, development strategy, capital readiness, regulatory navigation, and stakeholder alignment—particularly for projects entering the market for the first time or operating outside traditional hotel models.

Carla brings a practical, end-to-end understanding of hospitality development, informed by hands-on experience across policy formation, investment attraction, project development, and operational realities. She is frequently engaged as a strategic thought partner by owners and developers seeking clarity on risk, opportunity, and long-term viability in the independent hospitality space.

In addition to her advisory practice, Carla previously served as President for the Board of Directors of Discover Puerto Rico, overseeing destination marketing strategy and governance at the island level. She currently serves as Co-Chair of Global Glimpse, a nonprofit organization that expands access to transformative international travel experiences for students, developing future global leaders through experiential learning.

Carla holds a graduate degree in Tourism Administration with a focus on Destination Management, as well as an undergraduate degree in Sociology. She is based in Puerto Rico and the Dominican Republic and works with clients locally and internationally.
